Dynamic systems theory is a way of describing the patterns that emerge from relationships in the universe. In the study of interpersonal relationships, within and between species, the scientist is an active and engaged participant in those relationships. Separation between self and other, scientist and subject, runs counter to systems thinking and creates an unnecessary divide between humans and animals.

Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. The monumental Florilegium Coislinianum can be dated in the 9th-10th century and originally contained all the letters up to Omega, but now the most complete manuscript, Parisinus gr. 923 , ends at Psi. Hitherto only the third book has been made available in a critical edition, while the rest of the anthology is still not accessible in a printed version. This article presents the critical edition of the second book , containing some interesting fragments attributed e.g. to a certain Leontius (...) the Damascene, to Athanasius of Alexandria and to John Chrysostom. Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Beschouwingen over de instandhouding van menselijkheid en moraal in het postmoderne relativisme.

Augustinus interpretiert als erster Denker in der zum Christentum be kehrten Welt das Geschehen auf Erden als sinnvolle Geschichte mit der Absicht, dem zentralen Dogma von Inkarnation und Erl6sung gerecht zu werden. Die Bibel beschreibt den Anfang der Welt und spricht auch von ihrem Ende. Die Zeit dazwischen umfasst nach Augustinus' Auffassung die Geschichte vom Slindenfall, von der Er- 16sung durch Christus und vom Wachsen der christlichen Gemeinschaft bis zu Christi erwarteter Wiederkehr. Christi Leben auf Erden ist flir Augustinus kein (...) Symbol, kein Mythos, sondern eine irdische Realitat, welche sich an einem bestimmten Ort zu einer bestimmten Zeit ab spielte. Das zentrale und einmalige Geschehnis der Inkarnation lasst die Vergangenheit als eine Vorbereitung flir dies en Moment erscheinen und sie gibt der Zukunft Richtung. Augustinus weist die antike Auf fassung der Geschichte als eine ewige Wiederholung und Verjlingung des Kosmos ab und stellt dieser die Auffassung eines Ablaufs des Weltgeschehens gegenliber, dessen einziges Ziel das Heil der Mensch heit ist. Augustinus ist der Grlinder der Geschichtstheologie. Das mittelalterliche Denken ist ganz von Augustinus' Weltkon zeption beherrscht. Der Glaubige weiss, dass das anscheinend will klirliche Geschehen auf Erden von Gott gelenkt wird. Flir ein naheres Verstandnis der verwirrenden Welt wendet man sich im Mittelalter also der Offenbarung zu, dem Schllissel flir jedes Verstehen der Welt. Die Interpretation der Geschichte auf Grund der Bibel gibt mit Hilfe von biblischen Vorbildern, Priifigurationen, Allegorien und Typolo gien, den konkreten Ereignissen einen religi6sen Sinn. Early zoological researches by P.S. Pallas and K.E. von Baer in their letters to the zoologists of Berlin. The centenaries which are celebrated in 1991 and 1992 in memory of P.S. Pallas (1791) and K.E. von Baer (born 1792) caused the following studies of hitherto unpublished sources, preserved in the collections of the Museum für naturkunde in Berlin. The earliest zoological works of Pallas are discussed in relation to his last publication on the “Zoographia Rosso-Asiatica” which should have been finished (...) in Berlin. Some years after the death of Pallas, Baer also contacted the Berlin zoologists K.A. Rudolphi and M.H. Lichtenstein, asking for help, when he was going to establish zoology and a zoological museum at the University of Königsberg. (shrink)
